We see nothing to be gained for UK and Fong Kong interests by encouraging Sir Harry Greenfield (whose term of office ends on 1 March 1974) to visit Peking. If the Chinese were themselves to invite Sir Harry, this would be an entirely different matter.

We consider that China is quite capable of applying for membership of the Narcotics Commission if they consider it in their interests. They might perhaps invoke the 'unwritten rule' whereby members of the Security Council are deemed to be entitled to membership of such UN organisations.

Though nominated by governments, members of the INCB are presumed to serve in their personal capacities- a point which the Chinese might find hard to accept. The election of the new INCB to take office from 2 March 74 to 1 March 77 was held last month at ECOSOC 54. If, however, the Protocol amending the 1961 Single Convention on Narcotic Drugs, comes into force later this year, the membership of the Board will be increased from 11 to 13 and the term of office from 3 to 5 years. But again, the Chinese are surely capable of producing their own candidate at the appropriate time if they consider it desirable in their interests.
