HONG KONG: NARCOTICS
1.
Earlier this year the Governor sent to us copies of 2 reports by the Commissioner of Narcotics in Hong Kong, Mr Rolph. The second of these two papers analysed the external causes of the drug problem in Hong Kong and made a series of recommendations for action by HMG in the international field. I attach a copy of this paper.
2. Over the last 3 months we have been discussing with the Home Office and other interested departments in the FCO the more urgent of these recommendations. We have not previously given any serious consideration to the recommendations concerning China (those numbered j to n) because, as I have already mentioned, we were involved in trying to get off the ground the more urgent of Mir Rolph's recommendations, and secondly because the obvious difficulties in approaching China at the present time on what could obviously be a very sensitive issue. However, during his recent visit to Hong Kong Mr Stuart was asked if there was anything to report on the recommendations concerning China. I should therefore be grateful if you could let me have your views on recommendations j to n.

Mr Train (Head of the Home Office Drugs Branch) told me that in the course of discussions held whilst he was in Hong Kong last week, the Americans made it clear that they were 'less than enthusiastic' about Mr Rolph's recommendations concerning China.
