activities beyond our immediate control. We consider that something must be done, not least in the diplomatic field, if the rot is to be stopped. We very much hope that we can look to you for help on the lines we have suggested. We are of course stepping up our own efforts to stamp out the introduction and circulation of drugs in the Colony and we have recently notched up some notable successes.

As you will see I am sending copies of this

letter and its enclosures to H.M. Representatives prin- cipally concerned. Subject to the views of H.M. Ambassadors at Bangkok, Rangoon and Vientiane I think it might be useful if Rolph were to visit them to discuss his second report as soon as they have had time to consider it. Perhaps they would let us know by telegram whether, and if so when, this would be convenient.
