I enclose copies of the first two of five papers (the remaining three will relate purely to domestic action here in Hong Kong and though they will be forwarded for information I doubt if they will be of much interest to the Department) which are being prepared by Norman Rolph, the recently appointed Commissioner for Narcotics. of these two papers is purely factual and explains the historical background to the serious drug problem with which we are now confronted in Hong Kong. The second paper analyses the external causes of this problem and, in its final paragraph (which is all I suggest you yourself need read), makes a series of recommendations for action by Her Majesty's Government in the international field.
As drafted this may give the impression that we are pointing a finger at Her Majesty's Government. I hasten to add this is not our intention and merely reflects the formal position of Her Majesty's Government's responsibility for Hong Kong's external affairs. But if it would be accept- able to Her Majesty's Government, and would make any of our proposals more easy to implement, the Hong Kong Government would gladly consider any proposals Her Majesty's Government would like to make about contributions in cash, personnel or expertise.
The less important of these recommendations (e.g. the final one for the inclusion of a representative from Hong Kong in British delegations to narcotics meetings) will presumably give rise to little difficulty. But I recognise that some of the recommendations (e.g. the first one for an approach to the Burmese Government) may be in varying degrees unpalatable to the Department. I hope nevertheless that careful consideration will be given to all of them. We mentioned to Mr. Royle during his visit here last month how seriously we viewed the mounting problem of drug addiction in the Colony which arises in large measure from outside
