Thank you for your letters L/M 4/73 in SCR 4/1 316/72 to me and to Duncan Watson, copied to me. As I have already told you by telegram I would welcome a visit by your Commissioner for Narcotics to discuss the problem with members of my staff.

2. I enclose a short paper giving some comments on Rolph's Paper 2. If some of the comments appear critical it is because we should try to ensure that any action we take is feasible in the context of the local situation, local prejudices etc. Some of Rolph's proposals do not seem to us to have much chance of working here, but we shall gladly discuss them with him.
