1. A note to thank you for your despatch on the "International Aspects of the Narcotics Trade as they affect Hong Kong" and to let you know what we are doing about it. The despatch does indeed provide a useful summary of Rolph's two papers. We have submitted it to Ministers and are arranging for it to be printed in the departmental series.

Meanwhile we have circulated the despatch and the earlier papers to the departments concerned in Whitehall, with a view to an interdepartmental meeting under my chairmanship. Rolph himself will presumably be reviewing his own recommendations for action in the Golden Triangle in the light of his 3 E Asian visit and of the comments from Bangkok. We would of course be glad to know his conclusions. The best way to tackle the inter- national aspects of his proposals may well be through the UN ad hoc committee, if it gets off the ground, I believe that a large part of our attention should therefore be centred on that project. This leaves finance and action on the high seas on which we shall have to seek the Treasury's and the lawyers' views. I will keep in touch with Rolph.
