HONG KONG: THE NARCOTICS TRADE

1.

I enclose copies of two papers recently sent to us, under cover of a letter from the Governor of Hong Kong, about the effect of the international narcotics

trade on Hong Kong.

2. The two papers were written by Mr Norman Rolph, the Commissioner for Narcotics in Hong Kong. The first paper gives the historical background to the growth of the problem in Hong Kong; the second paper examines the sources from which the drugs originate and makes detailed recommendations for action that could be taken in the international field to tackle these problems.

3. I also enclose a copy of a despatch from the Governor which provides a useful summary of the two papers. He also indicates certain fields in which he thinks action should be taken soon.

4. I should be grateful for your comments on the recommendations in the second paper. (I believe the Embassies in Vientiane and Bangkok have already commented on these papers) Once these have been

received, we propose to prepare an agenda for an inter- departmental meeting to discuss proposals for future action.
