such individuals more vigorously than has been the case in the past.

(b) If these efforts are unsuccessful, the United States should terminate all economic and military assistance to that country.

(9) Crop substitution programs should be developed as expe- ditiously as possible.

(10) The United States should conduct an intensive campaign both bilaterally and multilaterally to encourage the Government of Burma to cooperate fully in the antinarcotics effort in South- east Asia.

(11) The U.S. Government should request the Japanese Gov- ernment to establish controls and restrictions on the export of acetic anhydride.

(12) The United States should initiate efforts to gain the coop- eration of Bangladesh in the worldwide effort to control the smug- gling of narcotics.

(13) If U.S. officials in Hong Kong are not able to impress upon British authorities the importance of, and the need for, coopera- tion in the antinarcotics effort, then the Department of State should bring this matter to the attention of Her Majesty's Gov- ernment in London.

(14) The United States should make a concerted effort in the United Nations to promote increased funding and support for the U.N. Drug Abuse Control Fund.
