1. Mr Royle replied on 19 January to Mr Grieve's

Parliamentary Question about the extension of the Human Rights

Convention to Hong Kong.

2. In his letter of 12 December, Mr Royle promised to write

to Mr Grieve again after the current position had been

reviewed. We agreed, however, that it might be better for

Mr Royle to ask Mr Grieve to call at the office for an oral

briefing, and you said you thought he was a person to whom we

could speak in some confidence.

3. I accordingly attach a draft letter from Mr Royle to

Mr Grieve, together with a background note on the Convention.

If Mr Grieve takes up the invitation we will supply a covering

brief with a suggested line to take.
