In my letter of 12 December, I promised I would contact you again when we had reviewed the possibility of extending the European Convention on Human Rights to Hong Kong.
You will know from my reply to your Parliamentary Question on 29 January that we have decided that we still cannot do this. I understand from our talk in the lobby that you appreciate the background to all this.
