Mr Robert Moore, of the University of Aberdeen, has

written to Mr Royle about the Guardian report of 24 November

on our inability to return Mr Godber to Hong Kong. He has

attempted to draw a parallel between our unwillingness to

amend the Fugitive Offenders Act retrospectively and what

he calls the "immigration colour bar bill".

Mr Davies has said in his memorandum of 29 November that

Mr Royle does not wish to enter into correspondence with

Mr Moore on this subject; but that we should put the record

straight about the Guardian report, drawing on the supple-

mentaries prepared on the Fugitive Offenders Act for

questions on 28 November. I accordingly submit a draft reply,

for Mr Guest's signature, as requested.
