But there are difficulties. To amend the law would involve sending people to Hong Kong for trial for what we do not in this country regard as a crime. Mr. Godber's case there is also some doubt whether Parliament would agree to a retrospective law which appeared to be aimed at one man. The question of colour does not enter into the matter.
