Thank you for your letter of 17 Cetober. I

to Legislative Council on 17 October which covers

his comments on the Blair-Kerr Report, including the

announcement of the new independent Anti-Corruption

Commission. The establishment of this Commission

under a Civilian Commissioner, and the appointment

of Nr Prendergast to head the Operations Unit,
