are still under study,
Thank you for your letter of 17 Cetober. I
enclosing an extract from the Governor's speech
to Legislative Council on 17 October which covers
his comments on the Blair-Kerr Report, including the
announcement of the new independent Anti-Corruption
Commission. The establishment of this Commission
under a Civilian Commissioner, and the appointment
of Nr Prendergast to head the Operations Unit,

In the
circumstances, I see no need for an externally

appointed judicial commission of inquiry. As I
feel sure you will agree, the Governor is taking
very determined measures to see that the proble
of corruption is firmly tackled and I think the
new Commission should be given a chance to do the
job.
As the Governor said in his spech on 17
the Secretary of State and myself October, he is in consultation with As over the
Blair-Kerr recommendations, which as you know are
I do not thin that
many and complicated. The recom endation concerning
Establishment Regulation No 303 väich you Zention

is one of the more minor ones, and cannot justifiably
be used to argue that Sir Alastair has not
addressed himself to the cen ral issues involved.
