Further to my letter of 6th September 1973, the Prime Minister has asked me to reply on his behalf to your letter to him of 17th August concerning Mr. Godber and to inform you that your suggestion that the Fugitive Offenders Act 1967 should be amended to permit the return of Mr. Godber to Hong Kong has been referred to the Foreign & Commonwealth Office where it is under active consideration.
