CORRUPTION: APPROACH BY MR TOM DRIBERG, MP

1.

You will recollect that, on 1 August, Mr Driberg telephoned you to pass on some information about allegedly corrupt police officers in Hong Kong which he had been given by an anonymous informant. We agreed that I should pass this information on to Hong Kong, and this I did in my letter of 3 August to Mr Lloyd. Since, however, Mir Driberg had said that the informant was not willing to come forward with concrete allegations, we did not think there was much more that we could do.

2. On 31 August Mr Lloyd replied to say that the Director of Anti-Corruption had pointed out that the information was not concrete enough to form a useful basis for enquiries. This, as Mr Lloyd pointed out, accorded with our own view.

3. I have now, however, had a further letter dated 13 September, from Mr Lloyd, in which he encloses a copy of one from the Commissioner of Police. Mr Sutcliffe would like us to try to get a detailed statement recorded from the informant. Mr Lloyd, for In his part, remains doubtful whether much can in fact be done. view of the Commissioner's representations, I wonder if you would think it worth having another word with Mr Driberg?

I do not think m

Driberg's informant,

would be willing to come forward. And as

mn Dribery telephoned two months ago (1 Augent) perhaps it would be as well not to get with him again
