You will have seen in Sunday's Sunday Times a reference to the case of Alan Ellis, which I raised first with Fred Lee and then with George Shepherd in 1967/68. I had long interviews with both Ministers to try to persuade them that Alan Ellis' allegations of bribery and corruption in the Hong Kông Police should be properly investigated.

In the end I was persuaded to drop the matter on being told that Alan Ellis was considered mentally unstable and unreliable. This information first reached me because Fred Lee's Private Office sent in error a copy of the brief submitted to him by his officials and he was obviously highly embarrassed that I had had a sight of this document.

It now looks as if Alan Ellis was fully justified and you may wish to examine why, despite years of correspondence and interviews with successive Ministers I was fobbed off.

I realise that you may be under some constraints because you are not entitled to know the advice your officials gave your predecessors; nevertheless, I feel pretty strongly on the subject. Alan Ellis always struck me as a very sensible, hard working and keen young man and I feel I have let him down.
