MR PETER FITZROY GODBER, born London 7.4.1922, holder of Hong Kong Passport 56799 dated 30.6.1964.

As arranged I have asked Mr Groves of the Passport Office to take the necessary action to prevent the issue of a United Kingdom passport to the above-named who is wanted in Hong Kong. They will refer any application for a passport to Hong Kong Department. Unfortunately it will still be possible for Mr Godber to obtain a British Visitors Passport; the applications for these passports are checked against the stop list only after the passport has been issued.

2. I have also spoken to Mr Corben, Immigration Department of the Home Office and asked for the Hong Kong passport referred to be above to be withdrawn if it is presented to an Immigration Officer. The Chief Immigration Officer has said that there will be no difficulty over this but it will be for a Minister of the Foreign and Commonwealth Office to defend such action in parliament.
