We spoke about a submission following the Governor's latest telegram. I spoke to Mr Stuart about this before he left on leave on Friday. He felt very strongly that we should now accept the Governor's decisions and should not appear to be

quibbling over details. For this reason, although he agreed with your view that Hong Kong would be vell advised to pass legislation empowering the withdrawing of travel documents, he would prefer this point to go as a cominent to Hong Kong, rather than an outright recommendation.

I should be grateful for your amendments and/or additions to the draft submission attached.
