PARLIAMENTARY QUESTION: CORRUPTION IN THE HONG KONG POLICE FORCE, FIRE SERVICES AND GOVERNMENT DEPARTMENTS

Mr James Johnson MP (Labour, Kingston-upon-Hull)

has put down a question for oral reply on Wednesday

28 March. I submit a draft answer together with

References and Notes for Supplementaries.

Office have asked for this before the close of play

today. The Governor has been consulted and agrees with

the proposed reply.

The question of corruption in Hong Kong Government

Departments was raised last year when Mrs Elsie Elliott

made allegations of corruption within the Police Force

in connection with a protection racket on minibuses.

3. The Question now tabled by Mr Johnson was probably

inspired by a recent sensational campaign in the China

Mail, which has been running a public opinion poll on

corruption in the Hong Kong Police Force. The newspaper

forecast last week that this Question would be asked.

The campaign followed a disclosure that a senior police

officer and his wife, who were suspected of corruption,

had been sent letters by the Attorney General asking

them to explain the source of their assets. The China

Mail followed this with a news item saying that some
