I refer to your minute of 10 April regarding Ellis' letter of 6 April to Mr Royle.

2. I think we must accept the fact that the enquiries conducted in 1963 were adequate. Whether they can be described as "full" is a moot point but I do not consider that this point is strictly relevant.

3. Ellis was discharged from the Hong Kong Police Force quite properly as being unlikely to be efficient This was a decision within the authority of the Commissioner of Police to terminate the services of a probationary Inspector at any time during the probationary period of service.

If it would help (hopefully!) to take some of the steam out of the issue, I am prepared to see Mr Ellis though it should be made clear to him that it would be a personal interview and not an enquiry into his allegations. I may be able to convince him that he is fighting a belated and lost cause.
