Mr Ellis called on Mr Royle on 5 April. The record of the meeting is at Flag A. He has also written to Mr Royle.
2. Mr Royle told Mr Ellis that he would ask the Inspector General of Colonial Police to look through our papers to see if he could find anything concerning corruption in Hong Kong which should be investigated further. Mr Ellis asked that Mr Macoun should consider in particular whether the 1963 and 1965 enquiries made in Hong Kong as a result of his allegations could be considered full. The background is in Mr Stuart's submission of 30 March(w).
3. I attach a draft submission, together with a draft letter to Mr Ellis. I should be grateful if you would say whether you think the draft needs any amendment. Mr Ellis is a tenacious character and has contacts in the press. He wanted to bring his solicitor with him when he called on Mr Royle, but the Minister would not agree. We therefore need to be careful in what we say to him.

Mr Ellis asked me whether we would let him have a record of the meeting with Mr Royle. My inclination is to refuse, but I should be grateful for any advice on this point.
