DEATH SENTENCE IN HONG KONG

1. Mr James Lamond MP wrote to the Secretary of State on

2 May about the death sentence passed in Hong Kong on

Mr Tsoi Kwok-cheong.

2. Mr Royle replied on 10 May, forwarding a copy of a letter

which the Secretary of State had written to Mr Ivor Richard

and promising a further reply.

3. I attach a draft letter to Mr Lamond informing him that

the Secretary of State recommended The Queen to commute Tsoi's

sentence. The department's Legal Adviser agrees.
