Mr Tsoi Kwok-cheong in Hong Kong.

You will now wish to know that the Secretary of

State has forwarded Mr Tsoi's petition to The Queen

recommending Her Majesty to grant a conditional

pardon commuting the sentence of death to one of

life imprisonment. The Queen has now signed the

Instrument of Pardon.
