• IN Hongkong, too, the heavy hand of authority is making itself felt. For six years now the death penalty, while re- maining on the books, has not been en- forced. About 30 murderers have been given more or less automatic reprieves. Now the Governor, Sir Muray Mac- Lehose, has introduced a new clamp- down on crime by picking one murder- er's name out of a hat and ordaining that the man whose name came out Tsoi Kwok-cheong should swing. Pre- sumably he is hoping that death by lot- tery will prove a better deterrent than the death penalty administered on a ra- tional basis.
