I hope that the note provides the sort of material you will need to answer Lord Gardiner. Mr. P.C. Woo's Speech shows that the District Court (Amendment) Bill commanded the full support of unofficial members; and the press comments, although perhaps on occasion somewhat misdirected, at least make plain that Chinese opinion favours firm action having little time for Mr. Henry Litton and his colleagues.
