Copies of Lord Gardiner's letter and the other material mentioned in recent exchanges of telegrams (your nos. 568, 570 and 600 and our nos. 657 and 668) did duly arrive; and I now write in response.

You will probably recall that I wrote earlier, on 22nd. March, giving you the general background against which we planned legislation. I need not therefore rehearse it again; though you may like to know that the "Fight Crime" Campaign has now opened, that it has been warmly welcomed by the public and that initial indications are that it should succeed in convincing people of Government's determination to tackle violent crime and in persuading them to help do so.

You may also like to know, as the point was mentioned in Mr. Sargant's letter to Mr. Wood, that we certainly recognise the importance of a sufficiently large and effective Police Force. As he said, we have recruited a large number of additional auxiliary police- men and are continuing to recruit more): the fullest use is being made of them. We still need more regulars, and a recruiting drive is to be mounted later this month.
