In view of all these considerations, the delegations were of the opinion that it would not be advisable at the present time to consider opening negotiations with Hong Kong and consequently, to discuss further the details of a possible negotiated solution. However, in spite of this position the delegations expressed their willingness to pursue within the Working Party, the technical examination of the problems posed by imports of textiles from low-income Asian countries, in particular Hong Kong.

The Commission Representative stressed the fact that the problems arising in Pelations with Hong Kong were to some extent characteristic of the difficulties

posed by imports of textiles from low-price Asian countries. The proposal by his Institution in the case of Hong Kong was part of the general plan for a common commercial policy in the textile sector which was outlined in the communication of September 1972, the substance of which was never discussed by the Permanent Representatives Committee.

He therefore thought it necessary to inform the Permanent Representatives Committee of the progress of the work done by the Working Party in this field and to obtain its views on the Commission's proposal in the particular case of Hong Kong.
