KEEPING POSTS CVERSEAS INFORMED ABOUT EUROPEAN COMMUNITY AFFAIRS

1. Our foreign policy is increasingly affected by

developments in the European Community, both in the

Institutions of the EEC and in the European Political

Cooperation machinery. It is clear from correspond-

ence from posts that keeping posts abroad informed of

what is going on among the Nine presents a problem.

It is not easy for those directly engaged in

European business to direct the right amount of

material and the right kind of material to posts

abroad. Many of the problems are complicated and

the degree of interest in them will vary widely

from post to post. Those responsible for European

affairs in the FCO and UK Rep Brussels will not

always know which country is interested in what

subjects. But there is probably more we can do to

explain the problems to our representatives overseas.

3. It should be borne in mind that the activities

of the Community are extensively reported in the

newspapers, particularly the Times and Financial

Times.

Departments in the FCO and posts abroad will

therefore often know when to ask a question or to

seek detailed guidance simply by reading the press.
