where the position of Hong Kong's major competitors

has not changed since 1971. But we can point to the

increased difficulty of justifying discrimination

against our own territory on these products also, at a

time when the Community is committed to improving the

terms of the GSP and in the face of the fact that

concessions have been made to Hong Kong's competitors

on items of interest to them in other fields. [F]

10. When he was in Hong Kong recently, Sir C Soames

told the representatives of the Nine there, that the

Commission he recognised there was a problem of

discrimination, and that they would have to think of

how they might be able to solve it. The final

decision was for the Council of Ministers.

expects us to initiate this process by putting their

case to the Community as forcefully as we can. I ask

my colleagues to agree that we should now do so. We

shall need to take the matter up very soon, since

decisions will shortly be made in Brussels on the

details of the GSP for 1974.
