1. Mr Jenkins wrote to Mr Royle on 8 March outlining his

proposals for improving industrial relations machinery in

Hong Kong. He had previously discussed the matter with

Mr Royle at a meeting on 20 February. An acknowledgement

was sent to Mr Jenkins and Mr Royle promised to write again

when we had received the views of the Hong Kong Government

on his proposals. These we now have in Mr Kidd's letter of

8 May.

2. Mr Foggon gave his preliminary comments on Mr Jenkins'

proposals. We conveyed the gist of them to Hong Kong.

Mr Foggon pointed out that, although he thought that Hong

Kong should be pressed to go ahead with certain improvements

which he had suggested in his report of December 1971, there

were obvious dangers in attempting to impose on Hong Kong

advanced legislation such as that envisaged by Mr Jenkins.

He expressed doubts whether Hong Kong would in any case

approve of Mr Jenkins' proposals for what was in effect

compulsory arbitration and recognition machinery.

Kong reply bears out Mr Foggon's views.
