disputes, including reference to voluntary arbitration. law would replace the Illegal Strikes and Lock-outs Ordinance and the now outdated Trades Disputes Ordinance. The incorporation into the law of some degree of statutory protection for workers against acts of anti-union discrimination is also under consideration.

In the delicate area of industrial relations in Hong Kong it is necessary to move slowly, but I hope you will

agree that these are positive steps which should be of benefit to the Trade Union movement there.
