I am writing to let you know that, since your

call on me in London on 14 September, I have had

the various points you made very much in mind. I

fear, however, that there has been little progress

of which to tell you. The difficulties which I

outlined when you came to see me are, in general,

still with us.

One question which you raised concerned the

Anti-Corruption Office. You thought it would be

better if that Office could become a separate

entity, away from the Police. I am sure, therefore,

you will be pleased that, as the Governor announced

in his speech to Legislative Council on 17 October,

the Anti-Corruption Office is now indeed being

separated from the Police and will operate under a

civilian Commissioner.

I much enjoyed our meeting, and was grateful

to you for telling me so frankly about the various

questions which were of concern to you and to your

colleagues on Legislative Council.
