1. I understand from Mr Guest that whilst Mr Royle was in
South East Asia he met Mr Q W Lee, who told him that
Mr P C Woo thought he ought to have had a letter from Mr Royle

2. There was no particular reason why Mr Royle should have
written to Mr Woo. With the exception of the separation of
the Anti-Corruption Office from the Police Force, which he
will know about anyway, no progress worth telling Mr Woo about
has been made on any of the topics which he raised. I
understand, however, that Mr Royle would nevertheless like to
write to him now in the cause of good relations, in view of
Mr Woo's reported attitude and his position as the Senior
Unofficial Member of Legislative Council. I accordingly
attach a draft.
3. I also attach a draft letter to the Governor, to keep him
informed.
