I have a good deal of sympathy with this proposal. But, though it does not materially altor the du facto position, it would fundamentally change the do jure position in that it would concode that Gibraltor is part of Spain. For that reason alone it is hard to see its being acceptable to Gibraltarian opinion at present. Moreover, even if it were accepted in Gibraltar it would be very difficult to sell to United Kingdom Parliamentary and press opinion - Spain, the Rock and sovereignty are
