possibly the development of the hinterland of Gibraltar involving Gibraltar itself. .

(viii) there might be some declaration about the
desirability of European unity.
All the foregoing would of course have to be acceptable to the Gibraltarians and it would have to be demonstrated that this was consistent with the wishes of the people of Gibraltar.
5. The Secretary of State does not underestimate the difficulties but would like to see in due course the shape of a possible package with comments on it, which might conceivably be put at some stage very tentatively to the Gibraltarians.
