As will be seen from the attached papers, if

they do decide to legislate, Ministers intend to replace the

UK Nationality Act 1948 as amended by a new Nationality Act

which broadly speaking will:

i. create a citizenship of the UK for which all persons

with a right of abode in the UK (ie statutorily exempt

from immigration control) would qualify;

ii.

create a separate citizenship for persons resident in,

or having a close and recent connection with, any of

the UK dependencies;

iii. leave as citizens of the UK and Colonies all persons

with no close and recent connection either with the UK

or with any dependent territory. Examples are Asian

UKPH in Kenya and Asian UK citizens in Malaysia who are

sole UK nationals;

iv.

end the status of British Subject Without Citizenship

(BSWC), but permit persons with no prospect of acquiring

another nationality or foreign travel documents to

acquire the status of British Protected Persons (BPP)

on a personal basis;

restrict the grant of the status of BPP in effect to

those resident in or with a close connection with the

British Solomon Islands Protectorate, all others else-

where being deprived of that status.

In connection with v. above, it should be noted:

that BPPS in East Africa would have to be exempt from

deprivation since they have no prospect of acquiring
