HONG KONG HASE TRANSIT SYSTEM

1. We have received 3 telegrams from Hong Kong dated 1 August,

one from the Governor (number 842) and 2 from Mr Aston (CHRISTIAN

52 and ESBOT 303). All concern the Memorandum for the Executive

Council (XCS (73) 8) which was forwarded on a personal basis to

Sir D Watson by Mr Haddon-Cave. Sir D Watson sent a personal

telegram of thanks in reply (FCO telegram number 738) immediately

prior to his departure for Ottawa.

2. The Memorandum outlines the stage reached, and its annexes

give detailed information of the proposals of the 4 consortia

(British; Japanese; Anglo-French-German; and Italian) which had

discussions with the Hong Kong Government in June. Annex F sets

out the requirements of the Hong Kong authorities and the extent

to which these are matched on a comparative basis by the 4

consortia.

3.

The points of principal interest are:

(i)

a single-contract approach has been adopted.

(ii)

further talks will be held with the 4 consortia during

August/September

in London has been suggested for the British group.

(iii) that the maximum ceiling for the contract must not
