MASS RAPID TRANSIT SYSTEM
1. A summary of the proposals contained in the Executive
Council Memorandum of 31 July was submitted by Mr Goodfellow
on 3 August.
2.
Mr Haddon-Cave has now had further discussions in London
with the British consortium followed by similar talks with the
Anglo/French/German consortium and with the Italians. Next week
he will meet the Japanese in Tokyo.
3. Mr Haddon-Cave has said he was disappointed with the
British consortium's attitude at the meeting. As explained in
Mr Wilford's minute of 3 September, his conclusion was that there
was no chance of their getting the contract unless they changed
their tune.

4. In view of this development Mr Peter Walker saw Mr Hadd on-
Cave on 6 September (record attached). The Governor may also see
Lord Limerick (in the absence in Tokyo of Mr Peter Walker) later
in the week.
