I wrote on the 29th August explaining a number of ways in which we had been able to reduce the inconvenience caused by the permit system in the frontier Closed Area here.
You may like to know that these have generally been well received by local residents, as the enclosed press cuttings indicate.
You may also like to know (as the subject was discussed when the Governor called on Mr. Royle) that we have looked again at the possibility of making some change to help former residents returning from the UK for holidays. Our conclusion is that arrangements can be made to ensure that the necessary permits are ready for those with close relatives in the Closed Area to pick up on their arrival, if they apply suitably in advance. Such arrangements have thus been put in hand. I am sending Michael Wright details, to pass on to the Chamber of Chinese Traders in London, and others concerned.
