THE HEUNG YEE KUK: CALL ON MR ROYLE

Eight members of the Heung Yee Kuk are due to call on
Mr Royle at 3 pm on 19 June. They will be accompanied by
Mr Bray, the District Commissioner, New Territories, (who
is eventually to take over as Secretary for Home Affairs);
and by Mr Victor Chan of the Hong Kong Government Office, who
will act as interpreter where necessary, since not all the
visitors speak English. The attached list shows all the
members of Heung Yee Kuk Delegation who are visiting Britain
this month and are to be entertained by Mr Royle at Lancaster
House. Those marked with an "x" are to call on the Minister.
2. Two photographers will also accompany the Delegation
initially and will leave after taking photographs, to which
I understand Mr Royle has agreed.
TOPICS FOR DISCUSSION
3. Hong Kong have told us that the Kuk regard this as a
courtesy call and do not intend to raise any specific issues.
Nevertheless, it seems possible that some of the following
matters may come up in the course of conversation:
(a) The McKinsey Report. The Kuk are apparently
worried about the possible effects of the implemen-
tation of the Report on the status of the District
Commissioner, New Territories, and the consideration
given to New Territories affairs. Mr Royle may like
