GENERAL

10. There is a UK garrison in Hong Kong. Hong Kong

defence

has paid an annual contribution since 1863 which is at

present in the region of £7.5 million pa.

11. There is concern in Hong Kong at the increase in

crime. Over the last 4 years total reported crime has

increased by 40% and violent crime by 135%. Narcotics

are a particular problem. The Hong Kong Government

are taking action on a wide front, including increases

in police pay and improvements to the police force. A

Narcotics Commissioner has recently been appointed.

Much of the Governor's effort in this area is

concerned with improving the quality of life for every-

one.

12. In the field of social welfare the Government

are concentrating particularly on housing, education

and social welfare. The Government's long term plans

are to provide self-contained proper housing for

every family in the Colony; to provide places for

secondary education for all children, greatly to

increase facilities for technical education and to

incréase tertiary education threefold; to develop the

social welfare services over a 5 year period. This

will include the establishment of a social services

training institute.
