Until this review is completed it would be imprudent to agree to any increase of frequency of visits by nuclear powered ships to Hong Kong. Hong Kong have been told that in the mean- time current guidelines can not be relaxed.

It would be a convenient opportunity at official level to counsel the Hong Kong authorities to avoid direct or implied commitment to USN on both counts at para 3 above.
