Drafting Changes Proposed by China

In the Drafting Committee the Chinese proposed amendments to any passages which could infer directly or indirectly that Hong Kong was a country, as follows :

In referring to the Typhoon Committee's work and a visit to Hong Kong, Korea and Thailand, the ECAFE Secretariat draft included the follow- ing sentence

"The cordial reception accorded to the mission in each of the countries. visited and the close collaboration, etc.

The Chinese proposed the deletion of the words underlined, prefacing their amendment with the remark that the sentence did not quite repre- sent the true position. (See paragraph 14 on page 6 of ECAFE/176 Part II-10).

In a passage on Containerisation, the Secretariat draft contained the following sentence

"Nevertheless many developing countries of the region had already provided container terminal facilities, particularly in Singa- pore, Hong Kong, and Manila, while several other countries of the region were embarking on container port programmes".

As this passage was contained in a draft which was first considered late in the night of the last working day, and the whole draft was rather long- winded, the Secretariat were requested to condense it and individual members were asked to put in writing their own views as to the parts which ought to be amended or deleted. Not unexpectedly, the Chinese requested the alteration of the sentence quoted above and suggested the alteration of the words 'countries of the region' to 'countries and regions'. Anticipating a Chinese amendment, Hong Kong too asked for the sentence to be amended by a re-formulation which referred to 'ports' instead of 'developing countries'. The Secret_riat re-draft took the Hong Kong points, but not the › actual language, resulting in the two sentences in

lines 7 to 9 on page of Lea/176 Part II-9(a).
