One point we are going to have to look at closely is that of the leadership of our delegation. We did have some indication that the Chinese discriminated between the expatriate members of the delegation and those of Chinese race, and that they were at greater pains to. ignore the latter. It has been the practice for many years that the delegation should be headed by one of our Unofficials, and we had wondered whether we should not this year change the practice. We may decide before next year
to break with the past and send a senior expatriate official as leader.

These are our preliminary thoughts. Before we make up our minds it would be useful if we could have your views.
