1. UN Department are taking the lead on this and are trying to sort out UK representation at the conference with the ODA. It is possible, if the ODA agree to pay the travel costs, that Dr Kilgour of the DHSS (and Chief Medical Adviser designate in ODA) may attend as the UK chief delegate. If this is not possible a member of our High Commission in New Zealand is likely to be asked to attend the meeting.

There is now no doubt that China will attend the conference and it might well be embarrassing if the sole UK representative came from Hong Kong.

3. I have asked UN Department to send a telegram to Hong Kong informing them that China will attend the conference and that we have not yet sorted out UK representation but will let them know as soon as possible. I have suggested they should follow this up with a background letter to the Political Adviser.
