HONG KONG AND THE UNITED NATIONS

1. We still do not seem to have had a reply to our saving telegram of 8 October on this subject (about which Simon Hemans wrote to remind Nigel Wenban-Smith on M November).

2. I cannot say that either UNDP or the Legal Affairs Dvision of the Secretariat have been bothering us in the interim. They have not. I do not know why. It could be because they are resigned to waiting. Or it could mean that they have decided to go ahead on their own, assuming that our silence was to be construed as our not wanting to know. I have felt inhibited from asking them. In any case I think it would be helpful if you could let us have fairly soon your latest thoughts on the subject.
