1. We are sorry that you have not had an earlier reply on the point raised in your letter 4/22 of 14 December to Tessa Bolesby.

2. Far Eastern Department have been handling this question and are putting up a submission about it. But I understand that they will recommend against any public exchange and may well consider private exchange of letters with the Secretariat unnecessary too. They hope to let you have a definite decision early in January.
