We wrote last year about the possible complications arising from the simultaneous attendance by China and Hong Kong at ECAFF meetings (Maddocks' letter SCR 32/66 II of 8 February to Smallman). There is renewed speculation

that China will decide to turn up at the next Plenary Session which is due to take place in Tokyo in April. (Although some evidence suggests that the C P G have not made up their minds, the South China Morning Post of 7 February quotes officials of the Japanese Ministry of Foreign Affairs as stating that China definitely will attend.). letter was sent China has taken up the question of Hong Kong in the Committee of Twenty four and elsewhere, claiming that Hong Kong is a part of China; this may well have changed the likely forecast of what might happen should the CPG

In the light of what has passed in the Committee of Twentyfour, UPU and elsewhere, I am not sure that we can still take an entirely relaxed view of China's intentions. The question of Hong Kong's status, arises acutely in ECAFE

because, as an Associate Member, Hong Kong is seated separately from the UK delegation and operates almost entirely independently. The position of Hong Kong can scarcely be fudged, as it can be in most U N organisations
