APPOINTMENT OF CHIEF JUSTICE, HONG KONG

1. In my submission of 15 February I recommended that, if

the Palace agreed to entertain a new nomination, the Secretary

of State should recommend the appointment of Mr Justice Briggs

as Chief Justice of Hong Kong to succeed Sir Ivo Rigby. The

Secretary of State agreed. The Queen's Private Secretary

conveyed the necessary preliminary approval in his letter of

21 February.

We then asked the Governor, in our telegram No 201,

to find out from Mr Justice Briggs whether he was willing for

his name to be submitted to the Palace. The Governor has now

replied that Mr Briggs is willing (Hong Kong telegram No 232).

2. I accordingly now submit a draft letter from the Private

Secretary to Her Majesty's Private Secretary, together with a

draft formal submission from the Secretary of State to The Queen and a note on Mr Briggs' career.
